Jiuquan plans a RMB 3 billion aerospace plant with 100 metal printers
The tender targets 6,300 tonnes of powder, 500 tonnes of printed output and integrated AI design; these remain investment plans.
Jiuquan in China's Gansu Province is seeking an EPC contractor for a commercial-space manufacturing complex designed to connect AI-assisted design, metal-powder production, metal additive manufacturing, laser-cladding repair and downstream processing on one site. A provincial tender published on 16 October 2026 lists a total investment of RMB 3 billion, a 395-day construction period and a planned start on 1 November 2026.
The tender, its architecture and stated capacities are verified. Construction, financing, utilisation and flight-qualified output are not completed facts. These figures are procurement targets; a call for bids is not a contract award, installed equipment or customer acceptance.
One base and four production centres
The notice describes 'one base, four centres'. The largest element is a high-end metal-powder centre with 18 production units and a nominal annual output of 6,300 tonnes. It specifies plasma rotating electrode processing, or PREP, and a 60% powder yield. The arithmetic average is 350 tonnes per unit per year, but useful in-specification output will depend on alloy, size distribution, reject rate and uptime.
The printing centre is planned around 100 machines and 500 tonnes of annual part output. A hot-isostatic-press system is also listed, indicating that the site is intended to handle densification and property-critical post-processing rather than only raw builds. Four machines are planned for laser-cladding repair. AI design and intelligent-manufacturing infrastructure form the remaining functional centre.
Why 6,300 and 500 tonnes are different quantities
Powder and part capacity cannot be compared as a simple conversion. The 6,300-tonne figure is nominal feedstock output; the 500-tonne figure is the printing centre's target. The gap is not automatically waste. Powder may be sold externally, recycled through several builds, classified into size fractions or used by other processes. A credible mass balance needs alloy-specific yield, sieving loss, recycling rules and machine utilisation.
In PREP, a plasma arc melts the end of a rapidly rotating metal bar. Centrifugal force ejects droplets that solidify as near-spherical particles. Shape and low satellite content can support powder spreading, but the process name does not establish aerospace suitability. Chemistry, oxygen and nitrogen, size distribution, internal pores, flow, apparent density and lot-to-lot variation still require qualification.
Integrated aerospace chain or excess capacity?
Jiuquan is associated with China's space programme, making the location plausible for launch-vehicle and propulsion supply. The tender highlights titanium alloys, superalloys and copper alloys, relevant respectively to lightweight structures, high-temperature machinery and heat-conducting combustion components.
Scale also creates demand risk. Thousands of tonnes of powder and 100 printers require more than a few showcase rocket parts. The plant would need stable orders, alloy-specific qualification, machine-to-machine transfer, production post-processing, nondestructive inspection and documented release. Integration can shorten logistics and inventory loops, while concentrating supply, quality and outage risk.
Limits of AI design
The phrase AI design does not establish automated flight-ready engineering. Algorithms may search topology, cooling channels, supports, orientation or production sequence, but critical decisions still need requirements, traceable evidence and physical tests. Powder-lot data, machine condition, build logs, heat treatment and inspection must remain attached to the same digital thread.
Milestones that would turn the plan into evidence
The first gate is an awarded EPC contract with financed construction. Named equipment suppliers, alloys and quality systems follow. Technically, powder-plant acceptance, machine capability, HIP cycles, powder–parameter–property relationships and the first customer-accepted part will matter more than floor area.
LAYERTIMES concludes that Jiuquan matters because it scales feedstock and printing together around a commercial-space market. RMB 3 billion, 6,300 tonnes and 100 machines are not yet production results. In-specification powder yield, real utilisation, scrap, customer acceptance and flight evidence will decide the project's value.
